[1] Take a new file of 400 pixels 400 pixels of resolution 72
dpi in the RGB mode.
[2] Use the Type tool to create your text.
[3] Make a new layer from the layer pallete.
[4] Turn visibility for your text layer
as shown in the next
image.
[5] Your image should be look like this.
[6] Take the Brush tool from the tool pallete
and select the
brush. Use these settings.
[7] Fill the text's shape with the brush stokes like this.

[9] And now press the Cntl+U
apply the following settings.

[11] And again take the bursh and use the stroke
outside the
text as shown image below.
[12] Go to the blending option and
use the following the settings.
